Absolutely. It also could be something as simple as $1.5B is part of the materials cost. All the labor, equipment, engineering, etc. was all covered by the party and therefore not in the numbers. Lots and lots of ways to play with numbers.  Especially in government spending.  And even more so in China!

That number stuck out to me too. $1.5B feels like a relative steal! I’m not naïve, though....they tend to manage projects just a little differently in China than the US.
