Because a huge part of Deadpool, in addition to his meta characteristics, is the fact that he’s not PC in the slightest, but it’s all done in an ironic way. This makes it satire and parody, which makes the sombrero and poncho acceptable humor. In ironic form, such satire is not derogatory, but self-effacing.
