I still cannot understand why anyone thought the magic bullets would work on Luke. Shouldn't they have expected them to bounce off his skin and explode on the ground?

I was confused about this too. I mean, Cottonmouth just tried and failed to kill Luke with a rocket launcher. But he's excited because he thinks an exploding bullet will work?
