To be fair, Barret in the modern 7 remake is properly radical, basically giving a speech in the elevator near the end saying “all Shinra is complict” which...yes! Though it does suck they also retconned his first reactor bombing to only busting up a few pipes, and making Shinra blow up their own reactor instead.
