I think the bigger issue is that batteries have much nastier explosions than a regular car. Regular cars also usually have their gas tanks a bit further away from the engine.

Also, the amount of unregistered drivers is pretty darn high too. If there is no formal training, then these people will be clueless on how to handle things.
