The ice water thing works. They tested it on the show “Hack My Life” and I did it frequently when I was growing up. The ice water itself doesn’t take the polish off but if you’re not careful (as little kids aren’t usually), you can smudge the polish if you knock your nail on the bowl or a cube.

In answer to the question should they call CPS, you said they won’t care. Granted, you didn’t use the exact words “stop reporting” but you went out of your way to insinuate that a call wouldn’t help. That kind of talk makes it dangerous for children who rely on the public to complain on their behalf.

This is a dangerous thing for you to say. I believe that your local CPS is overwhelmed to the point of refusing the less egregious cases but that isn’t true everywhere. Stop telling people that reporting abuse/neglect won’t do any good. You don’t know that.
