I think the biggest issue is that Valve are either terrified or obstinate in regards to changing anything in CSGO. I was pretty shocked to come back to CSGO after about 3 years away to find the interface and more had completely changed.
That was exactly my meaning. From the time I watched my streamer of choice playing it, his chief complaint (besides the awful dialogue) was the RNG of the bullet spread. I felt even more strongly, given it looked like a CSGO game full of cheaters.
