As someone who lived in Massachusetts I agree that New York is terrible, but if you look at the "poweful states" like California, Texas, and New York only one of them butts up against another decent state, and that's Massachusetts.

I mean, I don't think anyone thinks that California and Nevada will merge and somehow that will cause the new state to take Nevada's system of laws either.

The real answer is probably Massachusetts and New York, if they could get over their hatred for each other.
