Yeah, you honestly should have been downloading the 360 games this whole time anyway. You don’t need to own a 360 to be able to download them. You can just download them on the xbox website, and then you will own them and can download them at a later time.

They were only not staggered on the Xbox One because it wasn’t often that they did have 2 games in one month. It was more of a “treat”, so they just allowed us to get them both at the same time, and also because one of them would be kept for the next month’s anyway.
