Given that tow yards are usually patrolled 24hrs a day and under surveillance, what would prevent a person from otherwise getting in their car and driving it away from the tow yard? I mean in ideal circumstances where there is no secure tow yard with surveillance.

Unless you were WOT in 3rd through a rally stage for 5k of those 20k miles, I'm sure you didn't do as much mechanical damage as you might think. Consumables are toast, sure; shocks, bushings, brakes, all fluids, belts, etc. But 2, 3, or 4 grand later and those are a non issue.
I'm not going to remind you about dealership service labor rates bordering on larceny. And I have yet to find a dealer that will service my car while I wait vs taking all day and perhaps some of the next for something as trivial as an oil change.
