The swimsuits are still unlockable via side quests in all games and many costumes are still available to be unlocked. Honestly I don't care about the costumes and don't see it as a problem. When they produce an incomplete game and sell the rest as DLC, I will have a change in opinion.

Not an issue for me. They ship complete story games with very little glitches. The story and game play is always good, if not great. Costumes are fodder for the most part. It's not a requirement to buy it to make the game enjoyable.
