Looking at a camera lense is not eye contact, and it’s also baseline professionalism. Look at any newscast. They’re looking at the camera, but it still doesn’t feel the same as someone actually making eye contact with you.
I don’t take it as rude. It would be rude if I were being ignored, but I know that’s not what a lack of eye contact means when someone’s talking to me. It’s just off-putting because it makes it seem like you’re ashamed or trying to hide something.
When I was a kid I lived in a place where it was considered rude and insulting to maintain eye contact. To this day, I find it difficult to maintain eye contact because of that.
