Under federal law it is perfectly legal; and if we can spend trillions of dollars on a pointless central asian conflict we can win this fight with less. As I see it the only reason it hasn't happened is baby boomer escapism; they will never stop attempting to flee all consequences for their actions.

And yet the numbers keep going up every year because of all the insurmountable societal barriers to progress. We need a containment solution that isn't voluntary. We're treating containment of a universally fatal disease with the honor system. It's insane.
