If your car was built in the 1990's, it should have had a laundry list of safety features come standard as required by federal law. Seatbelts, airbags, and Antilock brakes were all required safety features during the 1990's. I seriously doubt that your 4-runner had none of that.
At the time fuel wasn't really expensive, and they had no clue that the exhaust fumes were harmful to the environment. They didn't see a need to produce a fuel efficient vehicle
