If you are following Kubrick's vision, yes Jack is the monster. But, King's novel makes it quite clear the hotel is the Monster, channeling its energies onto Jack.
The kid in the movie has many characteristics of autism and adhd, like my son. I saw the film ultimately as how a parent has to cope with the needs of their child. You can't destroy the Babadook to save your child…because it's YOU.
