Armor reduces damage by 5 (or divides by half for attacks that do less than five damage) and is slowly depleted by damage. Reducing armor and increasing health makes D.Va more vulnerable to low damage attacks (Tracer’s pistols) which only start being useful once the armor is gone and less vulnerable to high damage…

They haven’t overhauled anything. Tweaking stats is how things are balanced. An overhaul would have to be like adding abilities or radically altering how an ability works.
