I believe what I have misunderstood is that I did not think this would actively take voters out of the state, versus those just working in the state without voting rights (in Georgia).

These things are not always as simple as we tend to oversimplify them.

My understanding is that ERCOT unplugged with natural gas became too expensive. They then plugged back in after government said they could pass those charges onto consumers.
