Well if you say “the best sequel in the series,” that limits it to Judgement Day, Rise of the Machines, and Salvation. Salvation was definitely better than Rise of the Machines, but that’s not exactly saying much...

I completely disagree. Killing characters for the sake of killing them is stupid. Killing an established character should serve a purpose, usually spurring on other characters or to heighten the danger for the others.
