This may be nitpicking but I hate that phrase. The “actual crime” is in fact the crime. It’s just the nature of crimes that in order to successfully commit them you usually need to commit other crimes.

I like using the solicitation of a minor example.

In this case, U.S. law prohibits foreign nationals from contributing any “thing of value” to an electoral campaign—and dirt on Hilary Clinton may fall under that loose terminology.”
Isn’t the actual crime the cover up? Look at Watergate, they couldn’t actually prove that Nixon hired people to break into the DNC offices, but when the gears started turning and his cronies tried to hide the evidence, basically a whole administration went down. When there was cheating revealed in the quiz shows, or…
IMHO, the more important question is, “is this just about collusion?”, to which the answer is “no”.
