You’re actually told to go to that town to talk to Pulma and she tells you to go to the castle. The game has a lot more ‘go here then go where they tell you’ than BOTW and I think people aren’t used to it
it shows you the first shrine you got to. You learn an ability. Right next to the shrine you leave are items that you used in the shrine, and you are meant to use them the same way to get on your path.
