As I said to one of the other trolls on this thread, you’ve got a poor concept of supply and demand. Low wages keeps the supply of teachers low. But people keep having babies, so demand for teachers is not low. Low wages also keep the quality of teachers low because higher-skilled people can make more money elsewhere
