Getting steel to annealing temp (cherry red) takes a lot longer than a bic has fuel for. You also have to hold it at that temp for a few mins in order to allow the molecules to align themselves. I would also venture that applying such local heat (assuming you could apply it long enough) would NOT be good for the rest
