My Senator said in no uncertain terms that the Republicans don't have an alternative, just broad strokes that they aren't ready to start drawing up policy on at this point.

People did vote but they either 1. did not think ACA was in serious danger and the Republicans were going to punk out on repeal or 2. they were receiving benefits from the ACA and didn't realize it because the Republican's efforts to spread misinformation and rebrand the ACA worked.
