I’d kind of agree, but the guy might have been wearing explosives. If he needed to reach the trigger, he’d be able to if they let him up, or even if they didn’t completely immobilize him. Their orders and training are presumably to completely immobilize anyone in that situation. It’s 2016, after all.

They didn’t know who he is or what he was doing. Some terrorist could have done the same thing on a bike. If they helped him up and he turned out to be carrying a weapon, things could have been very different.
