All GM cars have Onstar no way to delete it unless it is a fleet vehicle. 

If you have no onstar plan at all crash response still works. If it didn’t it would be like GM ignoring an accident. That feature will work no matter how long you have not had an Onstar plan. 

I am so surprised that CRV driver didn’t hit the brakes. Most people get scared, and apply the brakes in any situation. I have seen so many accidents that would have never happened had the driver gave the car some gas or just didn’t hit the brakes.
