The problem with that theory is that there are multiple paintings missing multiple people, not just the one shown on screen. It's probably an invasion happening in 11th's time that has nothing to do with the actual Time War, like how 10th is in the middle of something else as well.

I can barely remember things from 20 year ago, so I can understand 11 having a hard time completely recalling things that happened to him over 200 years ago as 10th (and probably even longer as War Doctor).
