Most areas typically have laws for impeding traffic in such a way and typically also have minimums set at 15-20 under the max during optimal conditions.
Not sure where this was at, or what the laws would be there, but most places actually have laws both for going too slow, typically 15-20mph under if optimal conditions, and for impeding traffic. So it’s very likely the old guy was going slow illegally.
