PR “follows” CA emissions... in that they’re the rule, but you pay $20 extra at the testing site and your car is approved.

It varies by state. In California for example, the plate is with the car for life. However, in Florida - where I live - the plate follows the owner from car to car.  This is important for people like me, who like to get specialty plates to match their cars.  As a result, I always have a few plain jane “SUNSHINE STATE”
