Not necessarily. You can have open ended endings to something that still include some closure. If a story just cuts off and leaves you with more questions than you had going in to the last part, then it’s too open-ended.

The point of Open World games is to be free with what you want to do. They may not intend players to do every single thing you can do in the game, but they intend for you to have that level of freedom. That’s what I mean by that for Open World Games.
