I actually stumbled upon him trying this one night while a CSGO stream I was watching was getting ddosed. It was painful to watch and he got a bunch of weird glitches while doing it, but I was none the less amazed that this was possible.

I agree, he's never had a amazing arm but watching him have to take 5 steps up to make a 40 yard throw was really tough to watch. On top of that they were all off the mark and overthrown.
