As I understand the rule, there’s two options, but both are for helmets less than 10 years old. Wear a helmet on the approved list. Or, submit one not on the list for testing - if it passes, it's allowed. So, most players don't have their helmet tested because most are wearing a helmet from the approved list. 

The NFL can’t let him play in a helmet they’ve deemed unsafe. Brady and Rodgers also wore an old helmet last year during he grace period and this year are wearing different ones.
