It used to happen all the time when I worked at Wal-Mart. It’s a very common scam. Unfortunately it is very hard to tell if this guy is the scammer or if he’s just the poor sucker that bought the box of wood.

We do need global emissions and safety regulations, or at least reciprocity. It is such a waste of money designing all the subtle differences into cars for different markets.
