No,actually as Obama said,Su-24 was downed inside Syria and Turkish airplame entered Syrian airspace to make the kill.

Especially after signing an deconfliction paper, Russians got more relaxed and did not expect such serious incident over,at best, 10-15 seconds breach of small part of Turkish territory which is physically “cut” into Syria.

Can you imagine serious Russian professional military officer ordering his troops to shoot down a liner full of civilians which will invoke sanctions on Russia?
