Its the distance from the center to where you are measuring gravity. Gravity would increase on the surface of new Jupiter (since the radius is smaller). Not on earth.
There would be no gravity increase. Jupiter is (if memory serves) 8x to small to become a star. And making jupiter a star doesnt make it more massive, only on fire (actually plasma buwho cares(actually me)). Maybe a Hugly Successful Planet is a better name than Failed Star?

The rough idea is that there is so much mass falling in, compared to the size of the black hole, that it could not efficiently all fall in and would build up pressure and heat quickly.
Did you actually read the article? They aren’t talking about kicking off fusion but harnessing accretion energy from a miniature black hole. I think the bigger concern would be the radiation this thing would put out.
