only partially correct, gravity is proportional to diameter, and it is, if you’re standing on the surface of the planet. Reducing the diameter of the planet isn’t going to alter the strength of gravity experienced by other solar system bodies.

Sounds to me like you’ve misunderstood what the process would be. The article describes injecting a black hole into the planet and collecting the energy produced from the accretion of matter into the black hole. Not starting fusion.
