True, but there was also a Senate vote to stop production. The vote was 58 - 40.
Congress never allowed Lockheed to export the F-22, and production ended at 187 aircraft (750 were originally planned). Australia, Japan and Israel expressed interest in buying them.
There are significant differences between domestic and export versions of the aircraft. Some countries make significant improvements to the baseline capabilities that they won’t share even with US. Israel has a pretty hot-rod version with lots of their own secret squirrel stuff on it.
