I think you could have both. Have Two-Face be a “war chief”, and his henchmen work their way up the ranks. When you catch Two-Face his number two fills that role. Make it so they can choose to work towards killing you, or breaking their boss out of prison.

Meh, don’t listen to these other people. It’s a big announcement. I don’t have an Xbox one nor previous systems and I probably won’t get one this time around.
