The Samsung Galaxy S6 does this natively. Engage multitasking by long pressing the app in the notification drop down (or active applications drawer), tap the white dot at the top of the screen inlay, then tap the icon with the two arrows pointing inward. Now you’ll have a floating icon of the app.
