This is really much more based on the fact that marketing departments hire people who know nothing about gaming, but a lot about marketing. Those people only need the okay of higher ups who got where they are because they're good at selling things in general, and often know little about video games.

I don't have too much of a problem with these buttons, but the thing that I despise about the system is that pressing "B" in any menu usually drops you back to the main menu. Why on earth does it do this? If I'm in an app, the only way to get out of it should be by pressing the center button.
