The technique I settled on a few years ago is to remove the cloves from the outer flaky shell, then squeeze hard in my fingers so it “breaks” the harder inner shell. It comes off all as one piece pretty easy.

Yeah real garlic is also a pain but gotta be done. There’s no substitute for fresh cloves.
