This actually isn’t legally clear as a violation of Interstate Commerce, and a fascinating case was just upheld by SCOTUS last week that might be a precedent for allowing this Montana law.

No, all the law does is “force” the official app stores to geofence the app out of Montana (which is easy for Apple and Google, actually). It doesn’t attempt to criminalize any individual who knows how to side-load the app.
