Actually, no one was was promised to take down the Governor. That was fairly clear the past 3 episodes. Andrea's arc was that *she* changed as a person and she brought good and evil together (not emotionally, but technically).

I thought it was the end of the road for him in the finale, and I would have been fine with that, but I actually liked the idea that he would be exposed for what he truly is (evil), lose everything, and yet stay alive.
