What’s TO appeal, not what’s THE appeal.

Why? It’s a fixed incentive that’s intended to encourage buyers to buy electric. Income or msrp should have nothing to do with it. More electric cars is only a good thing, especially since California has relatively cleanly produced electricity.

Because if the choice is between a Tesla and something equally expensive, an incentive to buy the electric vehicle is supposed to help the environment. However, since people have a hate-boner for anyone who makes more money than they do, then the environment takes a back seat to their agenda.

No one’s debating airline safety. I’m speaking of the skies over the entire Middle East.
