Lots parts are no longer rebuild able with mercedes. Been this way for a good 25 year or more now. Replaceable yes but not rebuildable with parts from the factory. Same goes for their HV batteries.

Protecting a strap with a commonly available part is quite different then modifying an existing critical part with something from a hardware store.

Right to repair is not the right to modify. This repair is a modification. Not only that, it has documented impact damage and the warranty was already voided hence the repair bill.
I don’t live in New Jersey but there is no way the law is going to want a manufacturer to hand out High voltage batteries. You need to be certified to handle these things and to transport them. legally at least.
They already have documentation in their system.
A high voltage battery is a little different then just some broken part. There is a big safety concern. People need to be certified with proper knowledge and equipped to handle it.
