That headline is very misleading. Tesla committed no fraud. No one has alleged fraud. The German Goverment just decided to retroactively change back its ruling... meaning customers would have to pay back the money... and Tesla said they would cover the customer amount.
This is not a fine, nor an accusation of fraud.
