It might also be that he wanted to be brought on as a regular if he did make the move, and the producers may have decided he wasn't worth the expense.

@avclub-da518aecddbf5c94588f53562012c452:disqus - I would disagree only insofar as what makes Luke Cage work is less "gloriously over the top Blaxploitation homages" as working within the tropes they're paying homage to to give us (mostly) fully-developed and compelling characters.
I said it in the comments for the previous episode, but I swear Luke Cage feels like it started out as a tight six-parter, and they added the other seven episodes (with both the character depth for Mariah and Cottonmouth and the meandering) later, @disqus_t62jyiJBrU:disqus .
Though my wife reminded me that Episode 7, "Manifest", does have some really good filling in of Cottonmouth's and Mariah's teen years and what motivated them to be the people they are now, as well as Shades stepping up while getting Mariah to do the same, @domshakal:disqus .
