I think they’re saying it was c(a+b)+d, in the correct expression. The combination was found by doing a + b x c + d simply moving left to right through the operators.

Why would the military need specific authorization to use a MOAB? It’s still a conventional munition, if they know the general thrust of current military policy is “bigger and louder” I don’t totally get why they WOULD need authorization from the secretary of defense or the joint chiefs.

I can sort of understand that. Seoul has lived with the threat of annihilation by conventional artillery for decades, the people who let this sort of thing get to them are probably long gone.
They don’t even need a nuke. The North Koreans have an absolutely ludicrous conventional artillery force parked in range of Seoul with the express purpose of guaranteeing a non-nuclear mutually assured destruction.
