He was a new character (the War Doctor) not the 9th Doctor.

They played fictionalized versions of themselves and didn’t appear in universe as the doctors. The end of the Flux or whenever that was doesn’t count because it was all in the doctor’s head, so of course the doctor remembered themself wrong (older, etc.)
