The UK during WWII determined that potatoes and cabbage (w/ a bit of bacon fat) would provide all the necessary nutrients.

Potatoes are insanely inexpensive if purchased in bulk (50 lb. bags).  Eggs can also be a very good value.

Aldi’s is your friend.  I find that I need to use the produce sooner than from other stores but they have a lot of high quality products and the prices are usually excellent.

Instant oatmeal is especially good if you’re lucky enough to work somewhere with a coffee maker or other dispenser of near-boiling water in the break room. drop the oats in a container, stir in the hot water, and you’ve got a hot meal that will keep you full for hours that you can prepare (and possibly finish as well)

I would add, unless there are issues with access to kitchen equipment, avoid cereal. Per pound, it can be as expensive as meat. For traditional American breakfast, consider:
