How about Virginia Key? Set aside that there is a waste treatment facility... I can get 3.24 miles with this layout along existing roads running counter-clockwise. Some already paved, others will need paving. With room for an easy pit lane and paddock. And spectator zones. And it won’t disrupt city life.
Those tire walls WILL get hit and pushed onto the track, resulting in more carnage and extended caution periods while they reconstruct them. It happened when ALMS and World Challenge raced there in the early 2000s.
